35W Uncore on 15W 0.13Ghz 5200u. CPU Problem

Hello guys, I found an old laptop in my house which I stopped using a long time ago bc it became very slow. I though it was bc of its hard drive but I was wrong. When I checked Task Manager the CPU is stuck at 0.13 or 0.48 Ghz depending on the restart. I read a lot of things online but nothing helped so I need your help. I think the problem is that the CPU thinks that its uncore is using 35W and its power throttling itself. I`ve updated to the newest Bios and the newest drivers. The laptop is Lenovo G50-80 with 4gb or Ram, i5-5200u and R5 M330 video card. The problem persists on battery and plugged-in. The parameters I have taken pictures of dont change.Thank you!

are you using Windows 8.1?

I had a similar problem with the i3 8109U in my NUC when I was running Windows 8.1 Embedded Industry Pro, 8.1 gets tripped up over U series SKUs sometimes.

If you are, you can fix it by turning off fast-boot and then restart, if it fixes the problem you can turn it back on but there's a 50/50 (ish) chance on boot it'll start having the problem again.

if not, then 130 mhz is impossible unless your BCLK is dropping to 32.5 since the minimum multiplier is 4x on the U series SKUs. Don't use Task Manager to read clock speed, use CPU-Z (or HWInfo). still reading low there?

You said it feels slow but being able to quantify "slow" is more useful than a seat of the pants report. try to run Super Pi 1M, the test should finish in under 30 seconds even with a pretty crappy kit of RAM and a bloated OS install, and really it should finish under 20 seconds.

I found the problem, its the BIOS. I have Lenovo G50-80, model name 80E5 with Core i5-5200u. I am searching for BIOS B0CN40WW. I upgraded the bios version from B0CN40WW to B0CNA0WW and my CPU stuck to 0.13Ghz and the CPU thinks that Uncore is using around 40W and its power throttling itself. I tried out few older version of BIOS, B0CN95WW - 0.13GHZ, B0CN75WW and B0CN79WW - 0.48Ghz. In versions B0CN75WW and B0CN79WW the CPU thinks that Uncore is using 30W so its throttling itself a bit less, still not at all how it must be. I am searching for my original BIOS version so I can get rid of this problem. I am using the original Ram but I also tried a different one, I tried reinstalling Windows, I tried Windows 7 and Windows 10 and nothing changes.
