What is PHY?

Saw people mentioning PHY on another forum. Here is the context:

"Btw, 9900k’s PHY does 1.6vDimm just fine without damage or risk to the PHY"

"the Dimms won’t die at all below 2vish The greater concern is the PHY on the processor"

Could someone please explain to me what PHY is?
