Low fps in cs go on i5 w/ 1070. Please help

So a friend of mine that I play CS with has been having some issues lately and when I Google it, it seems like a common issue with lots of theories but no solid answers. Has anyone experienced this?

The specs: i5 4th Gen oced to 4ghz.
2133mhz ddr3
GeForce 1070
Windows 10 1903

My friends GPS is dropping down to about 80fps in game. We checked his Temps and they're fine. We checked his 3d mark scores and everything came back about where it should be. He has mentioned issues in one other game too (divinity) but it seems worse with CS and his performance was definitely better in the past on the same hardware.

Some suggestions say it's specter and meltdown patches slowing things down. Could that really be true?

Is all of the random game mode stuff disabled within Windows 10? Is his power setting possibly set to balanced or low performance when it should be high? Does he have the latest graphics drivers installed? Can he upgrade to Windows 10 2004 and see if he gets any changes? Maybe he has an unstable overclock?

Well his PC hasn't crashed or anything since he did the OC. It's actually at 3.9ghz so it's barely overclocked, but he is a novie when it comes to overclocking and not much time at all was spent on the settings for that. All drivers are up to date. It's a desktop so there is no low power setting issues. His Nvidia setting is at max power. We disabled Xbox game DVR and shadow play.

set fps_max 0 in console should fix it

Figured it out. Dude didn't have multi threaded rendering enabled. SMH.
