Definitely not the issue. My overclocked 1080 Ti is on a custom loop and hits 45c. I'm thinking it's just the way some of these WUs are. I'm pretty much seeing exactly what LED Guy is seeing even with lower temps.

The best [email protected] GPUs I have are 1070s, and they consistently stay at 95-99% usage. My 1070s are running in Linux on kernel 4.16 and NVIDIA driver 390.48. There are a few WUs on AMD GPUs that behave like this, with only 85% usage, but I haven't seen any of my NVIDIA cards have this issue.

Maybe it's something where they're not utilizing all cuda cores? The Titan Xp has 3840 and the 1080 Ti has 3584. Where as the 1070 has 1920.

No idea. Maybe @Jpmboy can check it out on some of his gear.

Try 100% fans on 60c.
I noticed the stock settings for fans were crazy low. I have been running about 70% at 70C. Bumping to 100% doesn't make much of a difference.

I appreciate the effort to help. I'm about to put my Xp's underwater (XPSC Razor Neo black chrome/tempered glass). Soon fans speeds will be a thing of the past!
