Play around in the UEFI.
My 9900K was hotter on "stock" than at 5 GHz with custom voltages set.
Tons of boards simply gives too much voltage at stock..

End-OC was 5.2 GHz with -2 Offset and 1.35v. Corsair H100i Pro + Kryonaut. Max temp on hottest core during burn-in is 87C. Gaming ~50C. AsRock Z390 Extreme 4. Insane value this board has.

My 24/7 OC is just 5 GHz tho, no AVX Offset at 1.3v. This results in 80C burn in temp instead and less RPM on pump and fans.
