Memory controller is located on the CPU. If RAM doesn't work in certain slots it's usually bent motherboard pins (or something weird with the CPU socket like too much cooler pressure). I would take out the CPU and carefully exam the socket and then put the CPU back in. Good luck fixing bent Intel socket pins, I have no idea how.
I checked the pins and I ended up just taking the board back and i got a replacement yesterday. Maybe the board wasnt bad and I could have saved myself a trip to the store because it could have been as simple as reseating the cooler... Whole point in me asking and you're the only person that has even tried to be helpful.
I've got a running computer with both sticks installed now so it doesnt really matter what the issue was anymore.
