Upgraded rig... New mobo wont post with 2 dimms but posts with 1. Possible bad DIMM and also a bad MOBO

So i just purchased an ASUS Maximus XI hero (WiFi). Dropped an i7-9700K in it. G. Skill Trident Z RGB 16GB (JEDEC 2133MHz XMP 3000MHz) and paired with my good old GTX 980 and NVME drive. Once I finished building it, I powered it up only for it to shut itself off after throwing a CC code several times. My RAM is installed in A2, B2 as specified in the manual. I take out B2 and it Posts! I then take that DIMM and throw it in A2 and it doesnt post. I think that one is dead. I take the good dimm and put it in each slot and it only works on A2! BIOS has been updated to the latest (Latest is June 2019 as of this post) My Sabertooth 990FX is over 5 years old and still kicking (now the wifes computer). I would argue that this board is DOA even though it boots with a single dimm.

I am now thinking i have a bad DIMM and a bad MOBO. 1 of 2 dimms work in the only working dimm slot. I found that the RAM was undervolted but i bumped that up and no change... (Thank goodness i didnt do my cable routing yet.)

if that mobo comes out, i would be contemplating whether i get a replacement or i get a refund and buy a different board from a different company.

your motherboard works with one DIMM and doesn't work with the other and you're blaming the motherboard?

Ok so, that known working DIMM does not work in 1,3 or 4. That is normal?

Update: Exchanged the ram... Both DIMMs working when put into 2... both inserted into 2 and 4 = no post. Sure is looking like the board... Last code i see before it sits at CC is 4C and once again, I dont see anything about either of those codes.

Memory controller is located on the CPU. If RAM doesn't work in certain slots it's usually bent motherboard pins (or something weird with the CPU socket like too much cooler pressure). I would take out the CPU and carefully exam the socket and then put the CPU back in. Good luck fixing bent Intel socket pins, I have no idea how.
