retro problem on GA-956P-DQ6 - fan spins up and stops repeatedly

Hello, so on this mobo I try to install core2duo E6600. When I power it up it just spins for a few seconds, stops and then tries again over and over. CPU incompatibility? PC speaker is silent. I tried two different PSUs

All of my 775 boards would initially start up for a moment and then shut down, before restarting and then booting like you'd expect. Sounds like part of what you are seeing is normal, but the fan starting and then stopping should only happen once on the initial boot. So you definitely have a problem elsewhere. Have you tried removing all but one memory stick? Have you replaced the CMOS battery recently? (It could be 10+ years old at this point)
