Best radiator fan?

So, would the Noctua NF-A12x25 be the best radiator fan when seeking the best balance between noise and performance?

TechPowerUp reviewed these and they move quite a bit of air (not the best, but above average), while being the quietest.

Lots of factors in this question. RAD thickness, fin density, how much heat needs to be removed from the system. I run Noise blocker multi frame PWM M12-PS 1500 rpm max. These are very high quality SP fans. Its hard to say best lots of unknown factors in your question. My case fans are the NB MF M12-P these max at 2000 and are also SP fans. Not the best application for SP fans, but I already had them. I should also add i run 60mm RADs with low density fins

Look at then on amazon or newegg. The price has dropped to $15 Ive seen them as low as $10. NB is pushing eloops now. I've had my for over 10 yrs still run as new. They where weill worth the money even then at $28

For the Noctua NF-A12x25 PWM? The cheapest ever on Amazon is $28. They cost me $39 in Canada so I don't know where you've seen them for 10$
