Rockitcool makes a solid delid kit and a solid die frame.
I haven't seen any complains about it besides issues with certain block mounts, and of course you can't use a sanded die with it, without also sanding the frame down to match (yikes).

I planned also lapped die of CPU.
This mean - i must also lapped and die of frame from rockit?
Frame from Der8auer don`t need in lapped for lapped die CPU?

Rockitcool is my recommendation

I own the Der8auer frame and have used it with good results for several months. My idle and load temps have seen a drop of at least 15c-20c depending on ambient, however I'm also pretty sure it's the cause of my memory overclocking headaches. The chief complaint about the Der8auer frame is that it may be warped and doesn't apply enough socket pressure on the CPU causing random issues. Some claim it doesn't allow the CPU contact pads to make full contact with the motherboard pins thus reducing signal integrity of the memory channels, which causes RAM errors and in my case poor overclocking results (cannot overclock above 3200mhz even with my b-die kit it results in errors), BSOD, glitches etc. Apparently the Rockitcool frame is machined to tighter tolerances and isn't plagued by the inconsistencies seen with Der8auer's frame. I just ordered the Rockitcool frame and will be comparing the two once it arrives. No die lapping is necessary for direct die frames as they are designed to work with a delidded 9900K (non-lapped). Lapping may result in a reduced die height that cannot make proper contact with a waterblock or heatsink of an attached cooler, so I recommend skipping this step if direct die is your goal.
