80C on the VRMs with 1190MHz @ 1.256V is an excellent temperature.
What software did you use for the test?

At 1190 MHz it takes no time to reach 80C. I cancel the test then because I'm afraid to let it keep climbing. 1125 MHz is where I can run Valley or Heaven on the highest setting for 2 hours and reach about 78C at 1.256V

1190 @ 1,25V needs approx. 5.8% more power than 1125 @ 1.25V. Power consumption with same voltage scales linearly as clocks go up.
It's impossible that you are seeing such a dramatic difference in temperatures under exactly the same loads.

Just clarifying, to make 1190 stable I have to push the VDDC on TriXX to 1381, its' max. The GPU VDDC only reaches 1.256V, but it changes the volts on the VRM from 1.240V to 1.361V and the VRM temps would be over 80C after just a few minutes.

1125 MHZ at 1.256V on Trixx is as high as I can go and the VRM temps not climb to over 80C.

The VDDC on TriXX doesn't seem to change my GPU VDDC, but my VRM VDDC,
