For the past days I tried to get my hands on the BIOS of the the

BIOS for the Sapphire Vapor-X Radeon R9 290X Tri-X OC, 4GB (11226-09-40G)

card to flash my unlockable 290 Vapor-X. I did find the non-OC BIOS over at techpowerup but the OC BIOS seems to be be available nowhere. Needless to say that the Sapphire support is also quite reluctant to send it to me.

So if anyone has it it would be greatly appreciated if you could upload it somewhere - thank you very much!

Depends - when the shaders are unlockable, then yes. Usually newer cards are not unlockable - on the other hand I just bought my unlockable card 2 weeks ago.

Is there any way to know if it's unlockable without actually flashing?
