This bios is solving the problem, and seems to be the same gpu: https://www.techpowerup.com/vgabios/174945/powercolor-r9380-4096-150521 , the bios is a verified bios, but I don't know what it means, and if you can falsh your gpus with it without losting warranty.

If you both can upload your bioses, I will see the the differences between they.

Edited:OK I forgot that bakasan had upload the bios before. I will see if they are the same.

Edited: They are not the same bioses, bakasan gpu version is H1C09BBE.HJW UEFI, bios release date is 12/09/15, and bios version is 015.049.000.009.000000.H1C09BBE.HJW.1218999 .334740

Techpowerup bios gpu version is H1521BBA.HJW UEFI, bios release date is 05/21/15, and bios version is 015.049.000.000.000000.H1521BBA.HJW.1153357 .320920

Perhaps it is only an bios revision and the gpu is the same but I don't know. They can have different memory brand and I don't know how to check it.

This bios is the same bios as the bakasan one, with the same problem: https://www.techpowerup.com/vgabios/181171/181171

Perhaps you can ask at Techpowerup fourm if they can contact with powercolor or if they know if the bios is OK and if you are not losting warranty if you flash it.

Dont know if anyone else was having this issue, but my XFX 380X couldnt overclock much at all, it was topping out at around 1020Mhz (from the factory overclock of 990Mhz).
Using this little cable from moddiy.com I've removed the fans power draw from the graphcis card, and now feed them form a motherboard header. Now getting the GPU to 1075Mhz before running into any artifacts.

Its something I noticed from alot of overcloking results on water cooling. The water cooling itself isn't necessarily any cooler than the stock heatsink/fan combo, the real difference is that the fans are no longer taking some of your cards power.

Really? I just bump up the powerlimit to +50% using the registry tweak and it runs fine. Mine was 1125Mhz and I thought that was bad...
