VDDC Voltage Is Stuck Even After Polaris MOD


I'm trying to undervolt my Sapphire RX470 8GB/Micron Memory, but for some reason its not working. I've used Polar Bios Editor to reduce the Memory Clock Voltage on the 1950 to 925mv, but it still not working (picture attached). I assume there is a minimum setting somewhere in the bios where I would need to hex edit it, but I'm completely lost on how to ever start there.

My goal is to get my wattage down to 900. If someone can show me where to find that via hex editor, that would be great as well.
