Dual monitor flickering with Vega 64

I got a month ago a Gigabyte Vega 64 gaming 8g oc.
Previously I had an Asus Dual 1070 OC.
My system is

Gigabyte Z97HD3
Chieftec turbo 850 watt.
I have two monitors.
A Dell S2719 DGF and an old LG L1932P.
The dell is plugged through DP and the LG with a hdmi-dvi cable.
The problem is that when the LG is connected the Dell flickers.
I've literally tried everything,and can't seem to find a solution.The problem did not exist with the previous 1070 at all.The only thing that changed was the gpu and the way that the LG was connected.With the 1070 it was connected through dvi but the vega has no dvi ,so I had to get another cable.
But before I got the dvi cable to connect it to the 1070,the LG was connected with a vga cable and a vga to dp adaptor and had no issues.

So what I've tried with the vega.
Dvi to dp adaptor,two of them in case one was broken.Flickering.
Cable dvi to hdmi.Flickering.
Stock settings at gpu.Flickering
Undervolt/overclock.Flickering.
Set state 1 as min state for both core/memory.Flickering.
Tried another power plug.Well guess what,flickering.
Connecting the dell with hdmi cable.Flickering
Even added ferrite cores to dvi to hdmi cable,nothing worked.

The fun fact is that it only happens on desktop use(browsing,etc).While gaming or watching a movie,everything works ok.To make it go away,I have to disconnect the cable.Having the LG turned off but connected,still has flickering.
I even had a friend with the same card to plug a second monitor with a cheapo dvi to hdmi cable and have him report back to me if it happens to him.An initial report,tells me that it's ok.
I tried wiring the cables differently in case a power cord was interfering with the monitor cable,but it didnt work.
I dont know if its a driver's issue or a gpu hardware issue as to rma it.
What else can I try to see whats wrong?

I forgot to mention that Freesync is off at the Dell.
Also rarely the LG flickers too.

Update.I connected the 2nd monitor with the onboard vga and everything works ok.So I guess either it's a faulty card or a hardware design issue.
I will contact amazon to rma the card.I will update once I receive the new one and see if the problem persists or goes away.
