Video stutter while gaming

Hey all,

Looking to sort this issue out, that i have on the new system that was not present on the old one.

New system is Ryzen 5 2600x, 2x8GB ram 2 x 8GB @ 3000Mhz, RX 570 8GB OC, Win 10
Old system was PII x6 1035T, 4x4GB @ 1600Mhz , RX 570 8GB OC, Win 7

Monitors 1080p TV, and 1600x900 at home

Currently house sitting for mom and her dual 1080's make it even worse.
LG 27MP48 (secondary, use to game on) HDMI cable used
Asus VH236H (primary, used for video) DVI-D used

While playing game the game play is fine, but the movie playing on the other screen has video stutter, where the audio keeps going fine but the video skips, stop, catches back up and repeats. If i tab out of the game it sorts it plays smooth.

This was not an issue i noticed on Win 7 with the monitors at home, but Win 10 it was evident and even more so at dual 1080's

Win 10 is up to date, and running the 19.2.3 driver pack. GPU temp shows a max of 54°C in HWiNFO


Thoughts?

Stupid me just realised the Asus has HDMI, so im hunting a cable now (her RX 550 only has 1xhdmi and 1xdvi)
EDIT: Stupid me, MY gpu only has 1xHDMI 1xDVI-D 3xDP

hello,
could just be the internet speed cant support both at the same time,
other issues that I have encountered recently might also effect you, was looking in to stuttering and found that enhanced sync and vsync do not work together, might be a factor but just a random idea.was watching a video last night explaining about it. im using enhanced sync and free sync, no vsync if you use them.
enhanced sync means you don't need vsync.

It's windows 10, it likes to give all of the gpu resources to the game and leave none for the video on the side window (video players use gpu acceleration these days). They are looking into changing this as it affects people streaming too, last I heard there's a early version of the fix for it in current insider builds.

make sure hardware accel for videos is forced off.

also, try a different browser / video player.

As for sync i am using none of them as far as i know, just the defaults.

Can VLC be forced to use CPU acceleration? as its has lots free when gaming.

Doesn't seem to matter between Prime on Chrome, or Files on VLC

Step up the prioritization in tskmgr? Idk the last time that actually fixed anything tho.

See if changing to high perf power mode makes a difference.

You'd need to turn off gpu acceleration in vlc settings.. might be called dxvr (direct x video renderer) iirc. chrome also has an option somewhere to disable gpu acceleration.

So after some testing, while shutting down acceleration helped stutter is still present.

I replaced the HD5770 with the rx570 as it was starting to have the odd issue and it had paid its due.

I am wondering if i can plug it in to split the monitors between cards, keeping the 570 for gaming and the 5770 for playback. Without having driver issues and the likes.

Thoughts?

Wish i could just buy a good card lol.
