If you look closely the core clock is not as straight meaning it is not sustained at the highest clock. If the highest clock is 1600MHz, then it should not go lower than that at load. If it does then you might see it on the screen as studder. What's causing it? Could be the whole system. You could have tested the 580 and see if its core clock at load is better. Im going to test my GTX 1060 and see how it behaves.

Oh to be honest it sounds like you have AMD Radeon Chill on. It happens to me every once in awhile when I accidentally turn it on.

I'll try this again, but when I did overclock manually to 4.0, my chip would still be downclocking to 2.2ghz. which shouldn't happen? my windows power plan has been set to minimum 90 percent processor power state also. And I do not have radeon chill on

Sounds like some monitoring software.

Wipe
Reinstall windows and and GPU drivers only, nothing else

I'd be really surprised this is hardware related

hello,
what monitor resolution are you running it at please?
if its 4k then most stuff does not do 4k @ 60, they want a million pounds for that.
playing Post Scriptum® at 4k, I get 70fps dropping down to 20fps while driving when running my MSI™ Radeon™ RX Vega 56 @ $K as it to uses only one gpu, why they did not use Sli/Crossfire™ for such huge maps I don't know.
gotta use the $K from now on guys.

I'm about to lose my **** on this is vega just junk?!?!?!?! I've done a complete wipe/re-install of windows. I've done DDU and re installed drivers. I've tried different drivers. I've tried manual overclocking, ive tried stock. I've gone through re-seating both CPU and GPU as well as gone through each one of my ram sticks to see if any were faulty. I have swapped the GPU's into a friend system and been doing consistent testing through there too. benchmark gpu usage seems to be better on this one, but then hop in games and still get the insanely fluctuated GPU usage, as well as for whatever reason the GPU clock frequency is a good 200mhz less in this system than it was in the originating PC. I wish I could return these things they are nothing but junk as far as I can tell.

Please no one come back with the check your temps again, my temps on both CPU and GPU are well under limits -60c cpu -68c GPU I don't care about the fan noise its often much lower than those. What do I do? RMA the GPU? RMA the whole system? No where I look has an answer.

I'm testing at 2k settings.

Show some benchmark scores and name the games that have low GPU usage. The GPU frequency will fluctuate due to power throttling. If you want to sustain a speed than undervolt. Even though the GPU clock is fluctuating it's still faster than a GTX 1080 in most games.

Edit: Did you increase the power limit to +50% on both machines?

Do I need to raise my power limit to 50% just to get stable gameplay on a $500 graphics card that boasts features of power saving like radeon chill (radeon chill not on just saying)? no I have not because I just want to know the card should work without me messing with things.
this is on my friends system that's "running better" by far that my 2700x.

things look better in those benchmarks, but still usage is dropping alongside power draw... corsair rmx850 gold psu in this system

in mine, I have a 1250w platinum PSU through g.skill the same gpu usage spikes occur during power draw changes also, but worse. there's no way both PSU are at fault. Especially when the 1060 normally in this ^ system works fine.
