in bios I cant find a listing at all for what gpu I have,it might be there somewhere, but I could not find it either, I have to enter windows to find that information. if it outputs a bios picture it should get to windows, try safe mode if it don't boot in, think it was F8 bashing. you should remove all drivers for gpu's, then install that flash utility and turn off and install the second card, if you have a driver the driver will attempt to mount the two to make a crossfire.
you can change a setting in the registry to turn off auto crossfire, but that's advanced so uninstalling the drivers is easier.

I would try the MSDOS flashing guide, whether or not the bios detects something. It's worth a shot. Just be sure you're not flashing your working gpu's bios.

You might consider buying an Athlon 200 w/iGPU just to have and use it to flash your Vega. Northbridge/IGPU settings are under Zen options in Bios. Not sure what board you are using.
