Do a ddu wipe of drivers. You should be able to run stock clocks with a 50mv undervolt btw, probably more. Cards binned.

The above is def what I'd do first.
Check windows power settings, when they are both set to max on the slider and in advanced you can run into problems.
If the problem persists try to run a benchmark program like 3dmarks demo from steam. Watch the overlay, temp and utilization. Run a stress test with aida. If the card tests fine, Windows is probably your culprit.
Uninstall a game and settings. Delete all left behind game folders. Reinstall it.
Make a new windows account and try to run a game.
Check and make sure your mobo has pcie set to gen 3.
Install linux on a flash drive, see if it can launch a game. Then you know it's not the card.
Reinstall windows without a AV running until it updates allllllll the way. <--- fixed an issue I was having even after trying ddu.
