If you want my honest opinion it's because the blower is garbage.

If I were in your position I would get an aftermarket cooler on it or watercool if you intend to keep it. Otherwise wait for aftermarket cards.

Issue is not temps

max temp i've seen is 70*C @2070MHz under 100% load

They pushed the anniversary cards hard (see Timmy Joe PC Tech on YT) . Downclock it a bit and see if stable. If stable (or not) then RMA.

It might be hot on the VRAM, not necessarily the GPU core.

I tried unclocking and undercoating in wattman and games still either fail to load or completely freezes

I’m thinking it could be a driver issue.

What a lazy stupid response .

Do a ddu wipe of drivers. You should be able to run stock clocks with a 50mv undervolt btw, probably more. Cards binned.

Update to latest drivers.

The above is def what I'd do first.

Check windows power settings, when they are both set to max on the slider and in advanced you can run into problems.

If the problem persists try to run a benchmark program like 3dmarks demo from steam. Watch the overlay, temp and utilization. Run a stress test with aida. If the card tests fine, Windows is probably your culprit.
Uninstall a game and settings. Delete all left behind game folders. Reinstall it.
Make a new windows account and try to run a game.
Check and make sure your mobo has pcie set to gen 3.
Install linux on a flash drive, see if it can launch a game. Then you know it's not the card.
Reinstall windows without a AV running until it updates allllllll the way. <--- fixed an issue I was having even after trying ddu.

Given the temps aren't an issue , Here's what I'd do,

If the issue started after a driver update, I'd roll back to the previous stable drivers.

If the issue popped up on a stable driver, which was running fine for many days, I'd use ddu to re-install the same driver or perhaps try an updated one.

If both don't work, I'd stop fighting and just RMA. I shouldn't have to tune voltages/ clockspeeds on a new card.

Even if tuning the voltages/ clockspeeds fixes the issue, I'd still RMA.

If it was an isolated incident maybe.

Plenty of people have been having issues with the blower. Expecting people to jump through hoops like undervolting and playing around with fan curves is ridiculous for stock clocks , the Sapphire Pulse cards are $10 more than reference and don't have these sorts of problems.
