Overwhelming complaints about Stutter from RETAIL Navi Users

There is something afoot with RETAIL Navi. Many reports are being made that Navi has an aggressive downclocking problem which results in:
-lower fps
-stutter/hitching
-low gpu usage

Clock rates go as low as 200Mhz and ramp up to +1900Mhz. With no way to control the gpu clock rate in wattman/MSI A/B. Some think Navi users will need a new firmware. Others believe it's going to be fixed in the drivers. Perhaps it will be a combination of both. However, as it stands some are returning the cards. As they report having "headaches" trying to fix the issue on their own along with talks with AMD directly (emails/website, etc).

There are fixes that seem to address the stutter somewhat. They are but not limited to:
  1. Type Exploit in the search engine to bring up Defender's Exploit Protection. Here you need to add the game's .exe and disable all protection.
  2. Make sure gamebarpresencewriter.exe is disable
  3. Make sure to only use DX12 when applicable.
  4. Disable any fps capping as it negatively impacts the dynamic gpu frequency of Navi.
  5. Open Regedit and look for a key called ChillEnabled. It will have an invalid value. Delete it and change it using Qword ChillEnabled and leave it at 0.
  6. Don't manual overclock, specially memory. Just use stock clocks, increase fan curve and hope for the best.
  7. Disable Freesync
  8. Using Intelligent Standby List Cleaner
  9. Disable hardware acceleration in things like FireFox
  10. Set bios to PCIe3
  11. Use 2 pcie cables instead of 1 cable with 2 pcie connectors.

What has been tried and had no effect:
  • clean install of win10 1903
  • manual overclock/undervolt
  • DDU safe mode
  • AMDCleanupUtility
  • uninstall and install 19.10.1
  • tweaking in game settings
  • higher end cpu, as claims where folk were cpu limited
  • disable mitgiation win10
  • Stop using MSI A/B

The games that seem to be effected most are games that are DX11, DX9. And, but not limited to:
  • -Gears 5
  • -Division 2
  • -BFV
  • -BO4

These games seem to come up a lot from what I've been reading. Below are videos and links to threads discussing the issue.
There is no word from AMD acknowledging the issue nor a fix for it yet.

It's not clear if this is related the old UVD bug where some had to use a program called clockblocker.

Same issue with the Radeon VII but no one cared. No one complained about Vega 10 which overboosted to unsustainable speeds. Ever since the release of Vega their boost has been horrible.

All three generations need a new boost algorithm. I doubt they'll go back to fix any Vega cards though.

What im wondering is if those 5700XT users are Nvidia users. Because Gsync and gsync compatible work so much better compared to freesync... cap your fps and check your monitor OSD, it should be stable if you capped your FPS.
RTSS behaviour happens to me unless i use FRTC cap (vega64)

Edit no overwhelming exist bad reviews on Newegg from Verified Purchasers.Every quality YT reviewer reports no major problems. I have zero problems with any game after doing the below.

The guy from the weird hair made that video in like the first 2 weeks of launch. He is useless.

clean install of win10 1903, try to do it with no third party av enabled. Do not download any optional updates.

Known fix, disable hardware acceleration in things like FireFox. Disable enhanced sync.

NEW GEM, A fix I found lately. Switch your preset graphics settings to low in game. Pick desired resolution. Then set them to high. Then edit them however you want. If you change res or alt tab rinse and repeat. Fixed Chivalry Medieval Warfare.

Use a DP cord, your (old?) monitor might be limited on HDMI. Mine was. It's normal port is DVI. New cards do not have DVI.
p.s. look at driver notes
Fixed Issues

  • Borderlands™3 may experience an application crash or hang when running DirectX®12 API.
  • Borderlands™3 may experience lighting corruption when running DirectX®12 API.
  • Display artifacts may be experienced on some 75hz display configurations on Radeon RX 5700 series graphics system configurations.
  • Radeon FreeSync™2 capable displays may fail to enable HDR when HDR is enabled via Windows® OS on Radeon RX 5700 series graphics products system configurations.

I wrote wrong by all your incorrect info. From personal experience over the last 2 months. Do you own a Navi card? At this moment in time I cannot list a single game that I have any issues with. I mainly use DX11. Previous driver notes have listed issues with DX12. Claiming overwhelming complaints is completely wrong. Showing a review from a YT with the first week of drivers is silly. If you want reviews look at VERIFIED PURCHASERS on Newegg. This post also has reviews from almost every notable tech website, not a single one lists these issues.

Your post lacks any detail level of comprehension. Are you implying that I simply created a post with just a video in the OP.
Critical thinking will prevail allowing you to read the entire OP. Not selected portions.

It also appears that you lack the ability to relate to the experiences of others who has this card by overriding them with your personal feelings. Or is it all a conspiracy to you?


One of the most glaring issue I've seen with Navi is that it's dynamic clock rates have a tendency to go well below game boost. Somewhere between 100-400Mhz range. This is something, while in 3D mode, should not be happening. There is never a time where gpu clocks should ever go that low while you are gaming. Regardless if the GPU is to downclock because of workload or not. And from what I've seen is one of the major causes of issues people have reported.
