If the miner kept the volts and temps in spec shouldn't matter. I mined on AMD 290 for months and used them for years after. Just test with furmark for a hour or so

Regarding the GPU:

1. First of all uninstall the old Drivers using DDU in safe mode (then use clean and shutdown option)

2. Regarding the GPU/RAM speeds: the BIOS with 1226/1750 is the right BIOS. The other one is a mining BIOS (really easy to flash with the current AtiFlash via Command Prompt, just like a DOS flash, but from within windows, placing the "new" GPU as a secondary card on a PC without GPU drivers - but if the card is damaged, there is no point of flashing it)

3. I am not qualified to tell you if the card is damaged, but I would assume it is. Why? Because a review on Hardware secrets shows that those two missing micro-components should be there:
https://www.hardwaresecrets.com/xfx-...card-review/2/

Return the card. If you bought it over ebay send the seller the picture and request a return as "not as described".

P. S. Generally speaking 8Gb will be better than 4gb for the future, when games demand more. See HardwareUnboxed reviews on Youtube.

See the picture from the HW Secrets attached. The XFX 470 card they are testing has those two micro-components (micro-capacitors, they only reduce overvoltage spikes, but should be there). So, your card should have those micro-capacitors too. They might (or might not influence the proper work of the GPU, but fixing them is really time and effort consuming)

If you are in the US, for deals on mostly new PC components, sometimes GPU too, follow this thread:

https://www.reddit.com/r/buildapcsales

Otherwise buying from eBay from sellers with good reputation (100% feedback) and pictures of the GPU may seem risky, but under those conditions may not be so bad.

@DarthFK i buy the video-card to s-h shop in my city, i,am from Romania-U.E. so not only this pieces from video card damaget but i think the video card the sales man put bios from rx with vram 8gb to 4gb because i tested in game and gpu-z view from bios 8gb but utilization only maxim in graphic 4gb(sensor tab-memory used)...in USA is cheap video-card , i stay to view blackfriday or going to another second-hand shop.
i chose second-hand shop because physical person not give me warranty and the prices is aprox .equal...
