Drivers or my rig

I have this problem. This is the first time I ever had an AMD build. I was an Intel/Nvidia guy for the longest time. I switched because of the value of their cpu and gpu. I'm running a Ryzen 3600 and 5700XT. Here's the problem I am having with the latter. I hope its driver related. Whenever I start a game from their Radeon software, gameplay is always stuttering. It's near unplayable even though the FPS is registering high values. I was using the newest Adrenaline 20.2.1. But games kept crashing. So I did a clean gpu install by way of DDU and switched to 20.1.1. Gameplay is better, no crashes. However, when I start a game from their interface, it is extremely choppy. In game, when I do an ALT-R, the same happens. Only when I tab in and out will the game play normal. Are AMD's drivers so unstable right now that you really can't play a game? Is this happening to others or could it be an hardware issue? Temps for my 3600 using a Corsair H80 AIO reach low 70's at full load. GPU terms are in the high 70's at 99%. The other temp gauge, I forgot the name of it, is in the 100-105 degree range.
