Boosting on stock clocks varies from gpu to gpu. Yours are normal. On air they will be hard to get past 1250mhz. Best to put them under water. Cheapest way is kraken g10. Then flash them. With a modest overclock mine went to 1320mhz on win 7, win 10 1300mhz.

Cool. Yeah you have 8 degrees headroom, maybe another bin or 2 higher. Good luck.

Ok so, I have the Rev6 Skyn3t bios installed on both my cards 780 TI KPE's. They never leave P0, even when sitting on the desktop, with nothing open but EVGA Precision XOC. With the stock bios, having XOC open doesn't force it into P). It's normally in P5/8 unless I'm watching video or somethings using hardware acceleration but not 3D rendering.

I like the bios, I haven't had any artifacting at 1275MHZ on core, stock VRAM speed. Problem is, sitting at 1136MHZ when it's idle, and not going into P5/8 except for one time, makes the cards 5-10C warmer than they normally are when idle. 62C/56C average GPU temp when idle is perfectly fine, I'm aware. But, it warms up my motherboard VRM a few C, and the extra fan noise required to not spike the cards to 67C/60C interferes with quiet video watching at night.

What I'm looking for, is an idea how to get the bios to put itself into P5/8 when in SLI. I noticed that I only have enough excess heat to raise fans when both are installed. I've tried setting the bios to top out at 876MHZ on its own. When I do that, it won't raise the clock when I add to the clock value in XOC. It will when I have it at 1006, but again, ambient air temp in the case is causing more fan noise. So, I'd like to have P0 at 876MHZ core, and apply OC values when in a game. Doesn't seem to want to work that way when SLI is enabled.

I just decide to clean my 780Ti K|NGP|N.
This card is still very usefull on 1080p resolution and among people who play specific games where no need stronger GPU.

This is what I saw in GPU from January 2014... chip was from end of 2013.

I didn't changed thermap pads because they looked OK and I thought it's pointless for so old GPU.
One little screw on end below label stopped me to completely deassemble ACX Cooler and cause me a lot of pain to put brush inside.
At the end I found some small antistatic brush for cleaning some 30-40 years old electronic shaving device who is garbage more than 2 decade.
She helped me a lot.

I think it's pointless to waste money for GPU Waterblock for so old GPU, but now I would like to have him here near me.
Special because for one GPU block for her I could buy CPU block for Z390.
