That's because I have a lot more in my loop than just the video card. I have a big Gigabyte GA-Z77X-UP7 motherboard with it's 32-phase VRM looped in with a VRM block. I have a set of corsair vengeance DDR3-2800 (currently runs at 2500) looped in, and a i5-3570K @ 5.0 Ghz daily-driver looped into it too. And it may be somewhat overkill right now, but I do have plans soon to add to it later. I want to loop in a second 1080 Ti into it. And I have a line on a friend in Florida with a 3770K that runs daily-driver clocked @ 5.5 Ghz (delidded, bare chip on block, no IHS) that I want to put in this system into the loop later too.

I have the GPU and the CPU at 5.3GHz 1.36V, as I can see we have the same plan adding a second 1080ti, anyway what do you think about what happened to my the GPU after the windows reinstall because for me it's kinda weird.

You want a 3700K and i want to get a 9900Ks

What I really want is the (Refinement of Zen2) threadripper 4000 series equivalent of the 3950X, 16 core system. And a full 60-lane PCIE-4.0 motherboard with a big 12+ phase VRM that supports a monoblock, or at least a VRM block. But such a thing doesn't exist yet (It will soon though) and probably another 1-2 years for that. And probably wait 12 months after it's released for the "new price" to wear down a bit and do a new build. So likely another 3 years. In the short term planning to go 3770K @ 5.5 Ghz 24-7-daily until then. And my 3570K runs @ 1.635v daily. Older chips take lots more volts than people think. My friend with the OC'd 3770K has been running his at I believe 1.725v for about 4 years daily and still works. I played with him in Borderlands 2 last night and he gamed on it for hours with me. He's planning to go Ryzen Zen2/Zen2+ soon.

took the time to prove both of mine are still functioning normally enough, i just damaged my board while trying to sync two different gen ek blocks in asus z390a.

pci-e comms issues is what appears to be causing my weirdness, outside of normal weirdness with 2x gpu.

This is part of why I want more lanes. I have heard of 16x-PCIE platforms having all sorts of weirdness with dual gpu's. I'm crazy I suppose but I'm going to stay on windows 7 until my dying breath. I've found information and walkthroughs on youtube on how to get AMD Threadripper working 100% (including chipset drivers loaded) with windows 7, so I have hope there yet. Due to this, some day at some point nvidia will stop supporting windows 7 via drivers for newer cards. When that happens I will be forced to go dual-GPU with the top of the stack of whatever card that generation is. So I'm planning ahead for that day when it comes. When it is time for that, I would only consider it on my current (Z77X PLX Bridged Z77 Board), or a HEDT board from Intel/AMD. The main reason I want more lanes like I said (and like Skupples highlighted above) is because I want to get in to video editing as a part time job for local friend's small time company. And I want at least one PCIE-NVME drive on PCIE-4.0, and for scrubbing timelines on multiple 4K streams at once I would like as many PCIE-4.0-NVME drives striped together in raid-0 as the platform will allow. I just happen to also play a lot of games in my spare time so I want a system that can be good at both.
