[SOLVED] RTX 2070 strange stutter..

Hi guys, i recently upgraded my gtx970 (best card ever) with a brand new rtx 2070 (Zotac mini OC editionhttps://www.zotac.com/hk/product/gra...x-2070-oc-mini).

Playing rise of the tomb raider i have ORRIBLE stutter, really really ORRIBLE; the strange thing is i can fix this simply running msi afterburner with rivatuner displaying OSD. If i disable the OSD the stutter returns.
With OSD on is silky smooth.

I have a AOC G2460VQ6 75hz freesync monitor (connected with HDMI, so no g-sync at the moment).

What do you think guys?

EDIT:
system specs

RAM: 2x8 DDR4 3200
MoBo: Asus z170i pro gaming
PSU: Seasonic G550
SSD: 860 evo 500gb
HDD: 1TB western digital
