In-game fixed frequency/frame-rate: Gsync off?

I read on Nvidia's driver release notes that Gsync should be turned off for games that have fixed frequency/frame-rate settings. I can understand how this would prevent framerates from rising above the refresh rate of the panel but what about framerate drops? Doesn't Gsync do something to prevent frame tear when framerates drop to low values (e.g. <= 30 FPS)?
