So check this out. I have a GTX 1080 Ti FE and a SAMSUNG U28E590 on HDMI 4k (Not a G-sync monitor). I'm getting FPS caps even without setting Vsync in games and huge FPS drops are occurring because of this. Adjust Image settings is to globally "Let the 3D application decide" within the NVIDIA Control Panel settings. This means this should fall back to the game settings rather than the driver deciding, Not the case here. To test with since I know 3D Mark complains about certain settings I ran 3D Mark and to my surprise it says the "Your settings can affect your score - We recommend disabling G-SYNC before you run the benchmark." when I'm not even running any form of adaptive sync settings or G-SYNC equipment. Can someone help? Or is anyone els also experiencing this issue, but no one has noticed yet? If you're not supposed to be running G-SYNC could you take the time to run 3D Mark to see if it complains the same way it's complaining with me?

• 32GB 1600Mhz Ram

• Windows 10 Pro 1903 w/ most recent update
Things I’ve tried:
• DDU removal of drivers and re-install of drivers
o Started experiencing this with the previous version of the drivers
• Windows 10 Factory Reset through the settings screen (Not a re-format)
• Updating chipset drivers and etc
• Removed CPU Clock to stock, and removed any GPU Clocks to stock
This is getting tiring, I’m starting to think Nvidia wants us to do what Apple does with their products every time they roll out newer software. Hopefully, this makes sense to everyone and it gets out.
