An RTX 2060 Super is in that price range and the Gigabyte Windforce at around $400 is one of the cheaper models or you can get the Gigabyte Aorus for around $450

Thank you @shilka . In your opinion, is a RTX 2070 better than a RTX 2060 super?

Not by much. A 2060 super is about the same as a regular 2070. I would go with what I suggested, it is below your price range and has excellent performance. The 2070 supers are over your high price point of 500 and for whatever reason the regular 2070s are still insanely over priced.
