Palit Jetstream 970 + Accelero Twin Turbo III fan problem

Hello everyone!

I installed the Twin Turbo III cooler on the Palit GTX 970 and I can't get the fan RPMs up from minimum 620RPM. The percentage goes up automaticaly but the RPMs don't increase. Tried using MSI afterburner, altering the fan settings in the BIOS and flashing etc. It goes up to 67°C with the fans at minimum, which is great for a dead silent card but I'd like to have headroom for OC. The card has the 0RPM mode with the stock cooler, maybe that makes a difference. The cooler was previously installed on a Gainward blower 970 and it worked fine.
