I heard that a card like the Red Dragon RX570 8Gb is the same RX580 2048 Stream Processors card with just higher clocks as i got one on Black Friday for $149 with 2 Free Games = $50 video card brand new with 8Gb of memory and should run near RX 580 if you overclock it .

The 590 seems to simply get scoffed at as just another AMD rebrand, but from what I've seen it actually is far and away the best performance-per-dollar card you can buy right now, at least new. But as was mentioned above, if used cards are an option I would heavily consider a refurb or used 980Ti as that is still one heckuva card and can be had for as little as $220 or so.

If I have to choose between them I will go with RX590. Also you can get GTX1060 in your budget.

A few more drivers and Hawaii should over take the 980 GTX http://www.3dmark.com/fs/17964596 as yet another victim to GCN .
