You could buy a GTX 1080 TI instead of a RTX 2080, if a GTX 980 TI is in your plans. 3Gb more of vram.

True true, I am considering maybe grabbing back my old GTX1080Ti Kingpin or another brand just not sure what is a good GTX 1080Ti on air that would be great to grab aside from the KINGPIN. lol

I have been watching 1080ti cards on ebay between $525-$600 for nice aftermarket ones like the Msi/Gigabyte/Zotac.

vega 64 will be the best choice here, as it performs quite similar to RTX 2080 and is way more cheaper than RTX 2080. So vega 64 will be the best value for money
