Seeking Guidance, Troubleshooting a concern since day 1

Hello everyone, Has been along time ive posted on here. So, I hope i posting in the correct forum.

Concern: My newly build gaming rig as nov NOV 2018, frame rate drops to point everything feels sluggish and never recovers until i have to restart the computer is and its fine for couple of hours. Mind you this happens in any game.

Steps i've taken to attempt to resolve this issue:

- Verified thermal on both CPU/GPU ( Both of them are not throttling or seeing any danger temperatures)
- Closed any unwanted programs while gaming ( no changes)
- Reinstalled the games that i play ( no changes)
- Disable GameDVR ( no changes)
- Used Intelligent standby list cleaner to help with any memory leaks ( no changes)
- Ran scannow sfc\ ( to check for any windows errors. ( no changes)
- Reseat GPU ( for the heck of it) ( no changes)
- Weekly defragging on the games drive ( HDD) ( no changes)
- Installed a new 4TB Samsung SSD as my games drive ( no changes)
- Did a clean boot ( no changes)
- Updated to latest Nvidia drivers ( no changes)
- Updated to the latest motherboard bios( no changes)
- Made sure i am running windows build 1903 ( no changes)
- Changed windows power plan to ultra performance ( no changes)
- Changed nvidia power management mode to perfer max performance ( no changes)
- Disabled HPET in windows ( No options for that in my motherboard) ( no changes)
- Turned off any power saving settings in my BIOS ( no changes)
- Followed Yes Tech City windows optimization guide -
( no changes)
- Removed all overclocks CPU and GPU ( no changes)
- Verified that my PSU is providing enough power to the Video card


The only 2 possible ideas that i am tossing around is that something in windows is causing this issues ( i know their has been reports that some windows updates have been causing issues with game performance). or my 1080ti is a lemon.

Update,

So i did a comparison of User benchmark to see if there's a difference in results and it seem that my 1080ti is seeing about a 45 percent loss according to this bench mark. again this is after a reboot. see image below. The million dollar question is my GPU at fault?

Which model is that EVGA PSU they have a number of 850 watt gold rated units
As for Windows 10 have you tried downloading shut up windows 10 and turning all the crap off? my friend did that and said his PC was about 20% faster afterwards

I think i have used shut up windows 10. but ill give that a go ahead again

I asked what model it was and its a G3 which other than being loud in eco mode is not bad
As for shut up windows 10 you need to use it every time there is a new update otherwise windows just turns on all the crap again

Ill see how Shutup windows 10 works out. in the event of it not correcting my concern. what would you suggest my next step would be?

Mm, that is a tough one. i dont have a spare GPU that i can use for testing purposes. as i came from a gaming laptop to a desktop again. I have a suspicion that my GPU is faulty.

Also is it abnormal to have a different memory readings as well?

Can you borrow a GPU from someone it does not have to big good or new
Otherwise try and find a really cheap one on ebay or something like that or one localy

Edit: by the way i had the GTX 1070 version of the card you have and the card i had was also broken so i returned it and got an EVGA GTX 1080 FTW2 which i ended up replacing last week
Nothing wrong with the 1080 it was just a bit old and my best friend had an even older and worse GPU so i sold the GTX 1080 to him as a favor
