R6 error, is my graphics card dead?

Hey guys, I just bought a used reference 1080ti. I had a 1080ti FTW3 but due to the size limitations of my case I had to replace. I found a used reference card and after installing it I started getting a d6 error. I have tried a different pcie lane, the riser card I used before with my FTW3 and even tried multiple PSU cables.

I'm starting to come to the conclusion I might have received a dead 1080ti since the guy did ship it in the original box and packaging but didn't have it in an anti-static bag and the top of the pcb has a residue left behind from the thermal pads on the backplate.

Before I start accusing the seller about selling me a bad 1080ti, is there anything else I can do to solve this d6 error?

I'm using an 6700k with a EVGA Z270 FT motherboard.

I am able to post while using my onboard graphics.

I haven't reseated my CPU since I discovered the issue and I did end up changing my CPU block from my previous build without reseating my it completely, so I will have to try that next. Anything else you guys would suggest?
