Mortal Kombat 11 - how runs the multiplayer aspect ?

Anyone have Mortal Kombat 11 ?
Can you explain me how works the multiplayer aspect ?

Is there a classification of the users in base of victories / loses ?
If i choose a ranked match, can i fight with the strongest players online also if i am at first ?
How appen if there are no players at my player level ? I cant play ?

And the most important question : the multiplayer is really played is this game or usually is little frequented ?

You should probably head over here for online questions. I've read through a few and the PC version doesnt sound fun in its current state. I've been paying attention to the game since launch and i'm loathing the info coming from the community. If you must get the game, i hear the console version is great online-wise. Personally, im waiting on a few more patches.
