PC not working to full potential ?!?!

Hey guys, I use rivatuner OSD in all my games to monitor temps and and fps meter.
I notice that in most games I play my cpu or gpu are never really maxing out. For example in BF5 they both usually sit at around 80%
Im wondering why this is the case and why neither of them are pushed harder? It happens in most of my games I play, neither of them really max out

My rig:
r5 1600 3.8ghz watercooled
b350-f mobo
Fresh install of windows 10
gtx 1080 - 2100mhz watercooled
16gb corsair ddr4 ram running at 2667mhz with cl14 timings, Can also run at 2993mhz at cl16.
Evga 600B PSU

Temps are always good never really exceeding 60c for both cpu and gpu

Things ive tried:
Fresh install of win 10
Deleting all gpu drivers with DDU and re-installing
Power plan set to: High performance
Nividia control panel settings all set for maximum performance etc
HPET disabled

I just don't see why the system doesn't push itself more as both are usually around 80% or so, sometimes the gpu runs up to 90-95% on very gpu intensive scenes but usually hangs mid 80%

Im thinking its games optimisation, however it seems to be a reoccurring thing throughout all different games from different developers.

Any thoughts or ideas would be appreciated

Never really looked at those figures before myself.

At 1080p your CPU will work more and anything above that your GPU will work more.

I don't think there is anything wrong with your system.

Try MSI Afterburner and see if you get the same results.

So first thing. What are the settings you are using for each game? Unless you have every single setting "maxed out", there won't be any need to serious load to be on your parts.
Can't expect a your cars engine to reach peak horsepower when you are just feathering the throttle. Same idea applies for PC, especially if you are running a high end GPU and CPU.

It's because your CPU is bottlenecking GTX 1080, simple as that. CPU usage does not have to be at 100% to introduce bottlenecking.

are the games performing badly/worse than they should?

if not, there's no issue. you're looking for a problem when there isn't one.

I thought it might of being the cpu throttling my system im just wondering why it doesnt push itself to 100% or closer to that, seems like wasted performance not being used. In bf5 on a mixture of settings from ultra textures etc to medium most other things i get 100-150 fps map dependant ofcourse. I know its not bad performamce i just thought they would work harder given the cpu performance is there to use

Sorry, I said I thought it might of been my cpu throttling my system, I just don't understand why it wouldn't use the rest of the power it has to push my fps abit higher as the performance is there to use. In games like bf5 on a mixture of ultra and medium settings I get between 100-160 fps depending on the map ofcourse

I'd feel pretty good about how balanced your system is to be honest. If you are hitting 80 % on both GPU and CPU it comes down to the software not being able to use all the available cpu power and the resolution being low enough that the gpu isn't limiting frame rate too badly either.

It's annoying to see those usage figures but if you are seeing good frame rates it shouldn't matter too terribly much.
