Having severe lock up and stuttering issues in GTA 5 on my media center PC

I'm trying to run GTA 5 on my media center PC. It should meet the minimum system requirements no problem and it runs the game on pretty much everything high between 80 and 120fps in most areas except every min or two it locks up completely or drops to 1-2fps for about 10 seconds no matter what graphics settings I have the game set to. I've tried everything I can think of, updated all the drivers, messed with every in game setting I can find, switched the game between DX10, 10.1, 11 set everything to high performance, enabled and disabled vsync, disabled the shader cache. Nothing seems to help. The system seems to run other games fine, CPU and GPU temps are good 65C on the CPU and max 81C on the GPU. Runs 3dmark and unengine valley benchmarks fine.

which hard disk you have... i think its harddisk issue...

Turn off VSync in game and force it on in the NVCP.

Turning VSync on either in game or in the NVCP makes the pause menu/map really laggy and stuttery though.

I don't like the input latency issues with Vysnc (and I don't have any issues with stutter with it off) so I just play with it off though.

OP it should be running fine, I played it fine enough with i7-2700k and 8GB ram.

I have that menu lag all the time, but Vsync is off, and like just now I was getting +180fps inside ammunation

Well I fixed it... Swapped in a RX580 that I had laying around from my mining rig. Nothing I did settings wise with the GTX 970 fixed it. Still no idea what was going on. I don't think the video card has an issue since it didn't have any trouble with the last game I played on that PC but you never know.
