Which is the bottleneck?

Hi all,
Recently bought this machine with all intentions to upgrade it further down the line here and there. Been playing mostly GTA V and the game does run well.
However, there can be some FPS drops now and again. This is not always but can be noticeable. On the settings that I currently have can average 60fps at 1080p. The CPU will sit at 99-100 usage whilst the GPU will be around 80%. Would the CPU be causing the FPS dips? I have been unsure with a lot of people saying the i5 6400 is enough for today’s titles but others say the 1060 3GB is too low?
I was also wondering if it could be because it’s installed on a 500GB mechanical drive rather than an SSD? I believe I have added the rig details but if nobody can see them then I’ll add them in 😊

Just want pointing in the right direction before spending £200 on new hardware.

Cheers!

GTA V single player or online?

Normally 100% usage on CPU means that it is the bottleneck but GTA V is a special gem where the laws of physics don't apply anymore. It's a black hole of sadness, despair and stuttering.

i5 6400 would certainly be the bottleneck is most titles but not really GTA V, four threads (even a slow one like an A12-9800) is plenty for 60 FPS with the right GPU. 4 real cores is fine, and I never had an issue with my old i5 6400 with a 1060 6GB.

you should be able to easily stay above 60 with an i5 6400 + 1060 3GB with the right mix of settings, I'd imagine that's your issue more than anything.

it's been far too long for me to remember my settings when I ran an i5 6400/1060 6GB, but it was reasonably high settings.

Ok. First of all, you will get 20-30 FPS less while playing on a server than in story mode. (depends on how crowded the server is and I've heard that other players' PCs can have a negative impact on performance as well)

Then there's the consistency: different parts of the map will yield higher numbers than others. This is normal in most games but taken to the extreme in GTA Online. Even I am seeing a 20-30 FPS delta while outdoors in different areas of the map.

These combined with your CPU bottleneck will result in a bad time.

Those numbers go out the window because they are taken from single player sessions. GTA Online is a different beast altogether. It's not even a surprise that the CPU usage is higher in online.

sure, but given that I had an i5 6400 and a 1060 and had zero issues with GTA V online, it's not enough to make the game unplayable.

Had =/= have. They've added a ton of new features so the game runs differently now than it did a few years back. Plus there's no such thing as "zero issues with GTA V Online".

GTA online being terrible and it being unplayable are different problems all together, lol.
