Unhappy Intel Corei7 Overclock Problem

hi Guys;

My System

Intel Corei7 5775C
Gigabyte Z97X Gaming 7
GSKILL RipjawsX 32 GB DDR3 2400 (4X8)
MSI GTX 1070 Gaming X
2 X Western Digital 4TB HDD
256 GB Samsung 950 PRO M2 SSD
XIGMATEG Tauro X 750 Watt Gold

"In fact, I want to work at 4.0 GHz in a stable manner. So should I increase the CPU VRIN and CPU RING voltage except for the CPU VCORE setting?

I set the CPU to VCORE 1.280v.
The CPU defaults to VRIN 1.800v.
CPU RING defaults to 1.050v.

Finally, the processor sometimes becomes power limit throttling during the intel extreme tuning stress test. Can I close this setting?"
I made the processor voltage 1.280V. I changed the VRIN voltage to 1.870.
I have another problem. Intel XTU Stress Test gives the "Power Throttle Limit" warning.
Should I pull up the 65-watt setting from the BIOS screen?

what is the solution to this problem?

Your CPU cooler is the main problem as its not a very good cooler and you should consider a better cooler
I dont know how good or bad your PSU is either as there is no info on OEM on the one you have but it might not be all that great either

Just stick to Broadwell topic, you're being told literally everything what's needed. This power throttle just means cpu tried drawing more power than it is restricted to via TDP Limit.

I'll look up into manual of your mobo, maybe there was some option specifically responsible for TDP Limit.

Nope, there was not. Maybe try setting it lower in bios, like 150, so it may shut up. I'd also just get rid of XTU as it messed things up on my side. I'm using HWiNFO and OCCT combo.
