Smooth Scrolling Issue caused by CPU or RAM?

I built myself a computer recently (it's a hobby of mine). I've spent the last month or so tuning it to be exactly what I want it to be. And for the most part, I have succeeded. I was able to get 9600k to a stable 4.8 Ghz overclock (I know it could go much higher but i'm content) and my games run smooth with no stuttering and things like that.

The one thing I am slightly concerned about is scrolling on web pages. When I click the center mouse button and set any web page to scroll, it is super choppy. I know this is a nit picky thing but I use my computer to do screen recordings for work and it's important that these recordings look smooth. *EDIT* - I should clarify that this is when the webpage is scrolling by itself after a center mouse button click and slight drag down

I noticed that on the MSI Gaming Laptop I just bought, which has similar, if less powerful, hardware, it scrolls super smooth. I've tried playing with Windows Mouse Settings as well as Chrome's hardware acceleration and smooth scrolling settings. Nothing has helped so far. It also happens regardless of the browser.

Any suggestions would be very helpful!

Hi,
All browser scrolling features suck
Use the mouse driver to adjust goodies
If the mouse doesn't have a driver that has UI configuration then buy a better mouse that does.

Thanks for your reply! I looked through my Logitech mouses software and it wasn't of any help. This issues seems to happen in any software I have running, regardless of the mouse I have plugged into the computer.

I don't use chrome but even firefox's scrolling features I turn all off
Hardware acceleration you already know about and yes should also be off.

Hi thanks for your suggestion. Unfortunate none of these setting changes made a difference. I also tried different browsers and that didn't help either.

Hi,
What frequincy is your memory running on you didn't actually say and what is the rated speed ?

Try running blender classroom demo file see how the system does rendering image
If it completes use render animation and let it loop for an hour

Well it also doesnt help that the scrolling wheels are analog still. Unless there is a mouse out there that uses optics to make it work. Ive personally have never had much of an issue with jittery scrolling once HW accel got better and i run default. Unless yall are just pickier than me idk. haha

lol I mean I am picky but it's definitely an issue. I've used the same mouse on some pre-build machines as well as a gaming laptop I just bought and it scrolls perfectly. I'm very confused, I don't understand what the factor is on my custom build systems that is making the difference.

It is rated for 3200 and i have it running at 3200 on a XMP Profile. Adjusting the RAM speed doesn't make a difference, I have tried. I will give that blender thing a try.
