100% CPU In Task Manager But...

When I open Task Manager, CPU activity pegged at 100%. I can open HWINFO64 and none of the cores are operating at more than a couple percent to maybe 5% - it's just a quad core i5, no HT. But sometimes the mouse is still real laggy, seems to me that the system (NT Kernel & System is the process in Task Manger) really is pegging CPU usage. Laggy mouse is what clued me in that something was up.

Windows 10, it's my HTPC so it runs 24/7 and I don't want to leave it running at 100%.

So far I've run SFC /Scannow and it did detect something. Ran dism /online /cleanup-image /restorehealth and it repaired something, ran them both again and both clean, reboots in between.

I went thru the Device Manager and updated drivers for every device - quite a chore.

I shut down everything in Startup that I don't use. Disable Windows Search.

Scanned for viruses/malware with the Windows tool and Malwarebytes.

I'm stuck as to how to proceed from here, looking online that seems to cover the usual culprits.

Any advice that's not "Use Linux" or "Go Back to W7" will be appreciated.

Could be a Windows update causing it. I remember reading a post on OCN a couple days ago that a recent Windows revision can cause latency spikes, and that it's (supposedly) fixed in the latest update. Can't find the thread though. I see 1903, a build that's a few months old, had latency issues that MS has since fixed. Also some users had luck fixing Windows 10 latency with TimerTool .

Also a driver with high DPC latency is a common cause of intermittent mouse lag and stuttering. You can check DPC latency with LatencyMon.

Other than that, if the OS install is older, it could be time for a clean install, especially as SFC and DISM found errors.

I had the same issue immediately after a recent windows 10 update. It turned out to be Cortana indexing a variety of system information and removing the update manually solved the problem in the short term. AFAIK it was a buggy update and has since been "fixed" but the issue isn't resolved for everybody.

The specific update was KB4512941 - https://support.microsoft.com/en-us/...date-kb4512941

You might try removing that and see if it helps your issue.

Thanks for the input. I hate to do an install, there is a vid capture program and an older Kodi build that I had to put quite a bit of work into getting right, I hate to re-do those.

I'll look into that update, it couldn't have been like this for long and there was some updates recently.

Here's a screenshot, compare the Task Manager to the HWInfo64 screen just next to it.

If you sort by CPU usage in task manager are you able to see which process is hogging CPU cycles?

Yeah, it's "System". Details are "NT Kernel & System" It's not a process that can be disabled, it's the System.

Yeah 10 search if cortana was disabled was the issue for many.
I didn't really notice the issue I installed updates a couple days ago but I don't use 10 really i was just testing the apex I just got was all.

I did look at it at the time and task manager showed both cortana and search as suspended.

I'm thinking the CPU usage could be the system responding to the hardware, things like managing I/O to the drives or network traffic. That's how you can have an overall CPU usage that's higher than the total of what your programs are doing.

I remember I noticed once that a certain USB DAC produced a crazy amount of CPU usage. The USB connection needed over 50% of a single CPU core by itself. In the tool "LatencyMon", you could see a very high number for the USB driver on the "Drivers" tab in the "ISR count" column.

I'd check LatencyMon and look at the "Drivers" tab and see if there's something interesting happening there.

Roll back your last update. I don't know which KB/version of Windows you are on. The KB depends on which build you are on. You can find out here which one you need based on your build: https://support.microsoft.com/en-us/help/4498140

You can uninstall it from Programs and Features. Then set it to defer updates till Microsoft can get the issue sorted. I wouldn't trust the recovery method in Win10 as it has been known to break and force you to reimage.
