The PS4 will be basically a mid range gaming PC with direct hardware level access. In theory it would be able to produce better looking games on under powered hardware compared to a PC of the same spec.
It will have the effects and API instructions to use DX11, tesselation, etc. Should be very very impressive games coming along for the console.
Only downside, dont expect a PS5 for at least 10-15 years. 8GB GDDR5 is very future proof.
