HaoSs update on the problem:
seems arctic silver 5 is doing a better job. is still under 85 after 2 weeks.

I know 85 is to high and i can do better because in the first week of applying the paste temps are in the 75's with MX-4, i did 30 minute of kombustor's fury donut 720p +8 AA and the temps where constant. but after 2 weeks with MX-4 the temps where hitting 85 in under 1 minute.

Should i try to polish the copper plate a little ? i't seems a very porous surface and not that well made.

To be honest, those seem like "normal" temps. for the stock cooler. I don't know what you're case temps. are or fan speed, but I was getting similar temps. when I had the stock cooler on. Swapping pads for better ones did a bit for the VRMs, but that was it. The stock cooler on the RX480 Nitro+ is just too small.
mx4 dries out faster than any other paste

Most probable thing is custom pads being thicker than stock ones, elevating the cooler and forcing the plate to have an angled contact with the core. The difference between repasting and after few weeks can come from the pastes not being able to maintain good contact between 2 angled surfaces after the expansions and compressions they experience in thermal cycles.

Also make sure you tight well the screws.

Got some arctic cooling or something like that, 1mm pads. used some MX-4 paste, at first the temps where very good, 65-70C in gaming. 70-75 or so in benchmarks, after 2 weeks the temps went UP by about 15-20, i was hitting 85 in gaming in like 5 minutes, changed the paste again, same result, after 2 weeks temps where up again by 20 or so degrees. Decided to try another paste, had some arctic silver 5 on hand ( yah i know, YOLO ), temps where down again at first, now i'm 2 weeks in and they starting going up again. not as fast like with the MX-4 paste but they are still up by around 8 degrees so far, what's going on with my card, why are the damn temps going up so fast?

+1 completely agree ^ - I have one of this same video card RX480 Nitro+ and those temperatures 85c are absolutely normal even after i change the paste. i was using Thermal Grizzly Kryonaut and i still have 80c + after a couple of hours playing games or running benchmarks. It is the stock cooler on this Sapphire Nitro+ 480 not enough for such hot running video card.
I installed a cheap Barrow universal gpu water block and problem solved , max temps now are 42c~48c under load overvolt and overclock. I suggest in my opinion if you want better temps go with a good aftermarket air cooler or water cool the video card , it is just the nature of this heat monster RX480. I hope that helps.

Kind Regards: Chispy

* For reference purposes read a few reviews on your video card and you will see those temps are absolutely normal on the reviews ~75c-85c normal.

HaoSs started behaving like this after thermal pads replacing. can't tell why, pads are good quality, VRM temps dropped by like 20 degrees,

Melcar Did the card behave that way before the BIOS swap? Tried changing it back?
