Possible RTX issue - Flashing/flickering lines

Hi,

Recently built a new rig featuring a Gigabyte RTX2080 Aorus Extreme. I have 3 displays, 1x144Hz and 2x60Hz, none of which are Free-sync or G-sync compatible

I noticed an issue a few days after building where I would get white horizontal lines flickering on my non-primary displays whilst gaming. I then noticed them whilst browsing on the desktop. I'm not sure what triggers them, whether it be load, temperature or application but they seem intermittant. It can last anywhere between 2 and 15 minutes or so with a flicker happening every few seconds to 10-15 seconds.

I don't see these lines on my primary monitor whilst gaming but it is somewhat annoying/distracting.

I didn't notice these issues on my previous build with a GTX980Ti with the same monitor setup. I've seen a few other mentions of the issue but not much discussion, some people pointing towards it being another RTX issue and therefore RMA where others are suggesting it's a driver issue. I've tried 3 different drivers and each suffering the same results.

EDIT: So, after doing a little more playing, it seems that the issue is a lot more consistent under idle clock speeds (between 300-400Mhz). If I set all three of my displays to different refresh rates (120hz, 60hz, 59hz) I've noticed that the card doesn't go down to idle clocks, instead staying at around 1300Mhz. The flickers seem to disappear for quite a period of time at these settings. Not sure if coincidence or not, probably the worst bit about intermittent issues.
