Intel is developing SoCs with PCIe 5.0 capabilities right now. Most of the corps have skipped 4.0 in favor of 5.0, and AMD is pretty much the main one using 4.0. Maybe NV will do something with it next year, but I doubt it. I think we'll get 5.0 with sunnycove or Zen 3, so around 2021. DDR5 should be ready around then as well.
On a mainstream level, 3.0 is enough, but that's today. PCIe 3.0 wasn't needed on X79 7-8 years ago, and look at how well it has held on. Whatever platform releases with DDR5 and PCIe 5.0 will be a good one to sit on, especially the HEDT version, if history repeats itself. Those two things are one of the biggest determiners of a platform's age. Now with low core counts being a thing of the past, and with workloads becoming more parallel and GPU bound, memory latency, memory throughput, and PCIe bandwidth will be a bigger deal than before. Well, that's my prediction.

To answer this. Tomorrow.
At this point in time, there isn't any need for 5.0. And 4.0 may make a small difference from next generation, but who knows. 4.0 will be availeble on Ryzen X570. (maybe also on X470 through an update).
You have to remember that the "chipset" as we used to know it is dead and is replaced by direct/almost direct lanes to CPU.

PCIe 5.0: when?
I've read PCIe 4.0 has been sunsetted in favor of PCIe 5.0, but when is PCIe 5.0 going to happen? The disparity between DDR4 memory bandwidth and the theoretical 16-lane PCIe 3.0 slot bandwidth is becoming larger and larger. I'd figure the increase not only in the number of GPU shaders/ROP's/TMU's but their clockspeed would mean GPU's could take advantage of increased PCIe slot bandwidth as well.
