Set AVX Offset to 0.
Auto lets the motherboard set whatever it wants.

Your CPU cannot draw 344 watts.
If you're reading from CPU Package Power, that watts value is VID * Amps, not VR VOUT * Amps. You can multiply current iOUT * VR VOUT (which should be equal to power POUT).

If you were really pulling 344 watts, you would be at 100C almost instantly.

Current limit maxed in BIOS: still throttling

On my Asrock z390 Taichi I have the CPU Core Current Limit maxed at 255 and change (i.e. some fraction). At 1.35V VR-VOUT that works out to 344 Watts before I should be seeing any throttling, yet I still see throttling. I've set my AVX offset to Auto, which I'm guessing disables the throttling seen when AVX instructs are executed. My full load temps are only 76 degrees C max. So, why am I still throttling? Is the motherboard throttling my CPU to protect its own VRM's? Or is this some sort of Intel power throttling?
