heat isn't really the reason you shouldn't push 1.65v through a 14nm CPU lol.
1.65v was a stock voltage for CPUs not that long ago and they were cooled fine with stock heatsinks.

I mean if you don't care if your tubing and reservoir and likely your pump failing from the temperature then yeah it'll work for a few seconds.
maybe you should stick to ambient, lol.
