For 140mm fans I tested B-blaster, AP141 and Akasa Viper in my build. They all come well recommended. But the fan that gave me the best temps at acceptable sound levels was the Noiseblocker BlackSilentPro PK3.

Also, if you want to control with PWM, then I found best noise results using the Sunbeamtech Rheosmart PWM->DC converter. In fact the NB-PK3 with Rheosmart gave better noise levels at same RPM than when using Noiseblocker's own PWM fan, the PK-PS (same fan physically as the PK3).

Akasa Vipers (3.12mm/H2O) are doing very well in my testing on my Phanteks ph-tc14pe (better than stock and better than the TY-143s at same RPMs). I have a couple of Bgears B-blasters (3.5mm/H2O) ordered to test and the Silverstone FHP-141 (3.7mm/H2O) is the highest static pressure 140mm fan that I have found so far. NOTE: the FHP-141 has 120mm mounting holes and is 38mm thick...

And, I realize this thread is a couple of months old but your title asks for suggestions on a high static pressure 140mm fan and then you choose a fan that has no static pressure stats from the manufacturer much less a 3rd party. I too am in search of a high static pressure 140mm fan and someone else coming to this thread from google could get the wrong impresssion...

I got the bgears b-blaster 140's in today. Ordered 2 of them. Pretty impressed so far with the quality. Also impressed at the noise level, honestly I was expecting them to be rather noisy but they aren't at all. They are actually the same if not quieter than 4 stock nzxt kraken x60 fans at their "quiet" setting (1000 rpm), but the bgears at 1400 rpm.
