Running 4.8ghz on 1.45 volts, with a noctua d14 with fans at full speed.

Prime 95 load temps 86c

HT on.

Faulty noctua d14 maybe ??

Have tryed re applying TIM and etc few times no temp change at all.

Does seem a bit high for a Noctua. Are you using the pea method to apply the paste? If you are and the Noctua is on tight, then I'm not sure. Do you feel warm air coming out of the heatsink?
try lowering your vid it seems high to me, but then again im going off of 2500k.
The cooler seems really cool to touch, i guess you can feel abit of warm air off the cooler, not hot or anything so not really sure whats the deal. Maybe i got a bum chip that runs alot hotter then usual?
1.45v is probably your problem. I have air cooling that isn't as good as yours, but it's still air cooling and 1.375v makes mine hit 73C - I would image I would be over 80-90C at 1.45v
Ambient is pretty important as to why things are so hot. Testing at night/in the day .
If you can , lower your voltage that is what will really make temps go down.

try the X method with the TIM, btw what kind of tim?

I run 5ghz 24/7 at 1.45 with the venomous x black and my max temp is 76C with ****ty push pull fans. You should be well under 80C with the d14

You don't have HT.
Ambient is a good reason why those temps are that high. Turn off your heat, it'll be in the high 70s. When I have my heat on in my room, I lower my overclock when I turn my pc on otherwise it'll get that in the high 70s(my cooler is a little better).

I would try re-applying TIM over and over again until you get the best possible results. Make sure your ambient temps are the same each time during the testing. That way you can have those speeds with your heat on and maybe be in the low 80s, with would be ok. Gaming you would see 70s and that perfectly acceptable.

Edit
I see you tried re-applying tim. I would either lower your heat, lower your overclock to 4.6ghz, or turn HT off.
