I have a Chiefmax 450w PSU and I'm gettin -3% on my Vcore(1.55=1.49) and12v(12=11.7). I know its not the best PSU but it should have enough power (450w @ 28Amps). I was wondering if this is normall/OK. How much better stabillity would I get if I got a better PSU?

Your 2.5V should be your RAM. I highly doubt that that's the case, because if it actually were running 1.17V, you wouldn't be able to run your system at all.

I remember something about that board making Vdroop, and reporting several temperatures wrong (When read with SpeedFan)

Generally you should be fine if it's within ±5% of the original voltage.
IE. 11.4-12.6 for 12V
