For a venice... 1.6-1.75V would be about right at 3.0GHz with a 90nm chip, but that would only be possible on TEC or chilled WC (maybe, MAYBE), or phase change. 3.0GHz on an A64 chips with a stock cooler (running even semi-stable), let alone any air cooling setup (besides some Opterons and 3700 SD's) is near impossible

You will most likely NOT hit 2.8GHz with air cooling. Max with a cooler like a big typhoon would be around 2.72Ghz.

Ill agree with what everyone here is saying, 2.6-2.8 is about right. That should be do-able on the stock cooling, just watch temperatures. I have mine at 2.67 ghz right now, but mine's on water. The only reason it hasnt got higher is that my ram sucks. But on air it stays pretty cool even when overclocked.

for a 3000+ with the stock cooler, expect 2.5-2.6 before you run into problems with temps due to increased vcore.
2.4 should be possible on stock voltage if you have a nice stepping, but definetly with 1.45-1.5v. Even with upgraded cooling 2.8 is pretty much hard to get. My goal would be 2.7
